Earth cycle: a circular economy project on an urban scale

 
The city of Sevran has contributed significantly to this study by proposing the case of the "earth cycle" materials factory to illustrate the theme of the circular economy tangibly.
This innovative project involves the construction and operation of a raw earth building materials factory based on using construction site spoil from Greater Paris. Twelve public and private stakeholders are involved in this project and are bound by a partnership agreement, including the city of Sevran, lead partner of the project, Grand Paris Aménagement (Greater Paris development, DIVD winner) and IFFSTTAR (French institute of science and technology for transport, development and networks), member of the IVD.
This case study charts all the questions and issues surrounding the legal structure of the operation and suggests solutions to improve the involvement of public and private stakeholders in the implementation of this innovative project.
