 Developing guidelines for adapting to climate change in relation to urban planning and design in Flanders

Engie has been commissioned by the Flemish Spatial Planning Authority to develop guidelines and solutions to adapt to climate change.
 
In the first phase of the project, an analysis of the impacts of climate change in Flanders is completed, using different scenarios.
 
This analysis includes an assessment of the magnitude of impacts, factors that determine the extent of the effect and their spatial differentiation.
 
The focus is on the urban effect of heat islands, floods and droughts. Maps are prepared to show specific vulnerability to the effects of different urban areas in Flanders.
 
The general vision developed and the "toolkit" of measures will guide future initiatives by the Flemish Spatial Planning Authority and will provide an objective reference on the need for adaptation measures and the means to implement them.
 
Topics addressed by the guidelines include:
  • Water storage and infiltration in an urban context,
  • Green roofs and facades,
  • (Re)Vegetation.
Eurovia completes the world's first 100% recycled road
Eurovia, filiale de VINCI spécialisée dans la construction des infrastructures de transport et des aménagements urbains, en collaboration avec Marini-Ermont (groupe Fayat), est le seul opérateur mondial à maîtriser la technologie du recyclage à 100%. La première « route 100% recyclée » au monde a été réalisée sur une section de 1 km de l’autoroute A10 (réseau VINCI Autoroutes) entre Pons et Saint- Aubin, dans le département de la Gironde, dans le cadre d’un grand chantier autoroutier de rénovation.

Eurovia, a subsidiary of VINCI specialising in the construction of transport infrastructure and urban development, in collaboration with Marini-Ermont (Fayat Group), is the only operator in the world to have mastered 100% recycling technology. The world's first "100% recycled road" was built on a 1 km section of the A10 motorway (VINCI Autoroutes network) between Pons and Saint-Aubin, in the Gironde department, as part of a major motorway renovation project.
 
This first experiment was successfully implemented by Eurovia after more than two years of research and development. It was made possible thanks to Eurovia's expertise in the recycling of road materials and the design, in partnership with Marini-Ermont (Fayat Group), of an innovative mobile asphalt plant (TRX100%). This mobile plant allows up to 100% of the asphalt's surface mining products to be recycled on all road maintenance sites, in proportions well above the current maximum rates (between 50% and 60%), thus preserving, in part or in whole, such natural resources. By intervening as close as possible to the work site, transport logistics are minimised, as is the carbon footprint of the work (a 50% reduction in greenhouse gas emissions).
 
The 100% recycled road has won ADEME's "Road to the Future" call for projects under the Future Investment Programme (FIP).
Luciole®, a safe and environmentally friendly solution for reducing the public lighting bill by more than 50%
L’éclairage public est un poste de dépense considérable pour les collectivités territoriales. Luciole®, la solution d'Eiffage qui allie un revêtement de chaussée clair, et des luminaires LED asservis à la détection automatique d’usagers, permet d’éclairer selon un « juste besoin » en faisant varier automatiquement l’intensité lumineuse en fonction de la présence et de la vitesse de déplacement des véhicules ou des piétons. Cette solution sûre et écologique assure une baisse de plus de 50% de la facture d’éclairage public.

Public lighting is a major expense for local authorities. Luciole®, Eiffage's solution, which combines a clear road surface and controlled LED lights with automatic user detection, allows lighting to be provided "just as needed" by automatically varying the light intensity depending on the presence and speed of movement of vehicles or pedestrians. This safe and environmentally friendly solution reduces the public lighting bill by more than 50%.
 
The latest-technology LEDs are combined with an automatic motion sensor that adapts the lighting of each lamp post to the needs of users. Motion detection can be achieved using a variety of technologies: infrared, high frequency, video analysis or Doppler effect. The power delivered is reduced by 80% in reduced mode when the system does not detect any presence or when the choice of timeframe leads to such programming, which also reduces light pollution. A remote management tool allows you to control all or part of the installation in real time to control its consumption. Implementation involves both new and renovation projects.
 
Luciole® surfacing has a discontinuous 0/6 or 0/10 mm granularity comparable to that of a very thin bituminous concrete or sound coating. It reflects light in a diffuse way (multidirectional reflection) thanks to its composition incorporating particular light-coloured gravels. Its photometric properties allow the installation of lower lighting energy and better visual comfort. With these photometric properties, the Luciole® coating can also combine a remarkable noise-mitigation capability.

Faced with rapid urban growth and its consequences (urban sprawl, peri-urbanisation and uniformity of urban spaces), local cultural peculiarities are sometimes forced to disappear. For good reason, meeting the challenges of population growth often amounts to standardisation of the city's fabric, whose main feature becomes functionality at the expense of its history.
The recommendations in this text aim to make cities attractive, lively and inclusive, by taking into account social diversity and cultural expressions in public spaces.

Captured through solar radiation, thermal solar energy can be stored and returned to surrounding buildings and infrastructure.
The energy generated helps to heat residential buildings, office buildings, shops, EcoDistricts or public facilities such as swimming pools, improving their energy mix. It can also be used in winter to clear snow and de-ice airport roads or runways, thus reducing salting, and in summer to cool pavements and help reduce urban heat islands through surface heat capture.

Provision of self-service electric bicycles
Ce dispositif expérimental qui a été réalisé pendant 6 mois sur la ville d’Avon a rencontré un vif succès, et va certainement se pérenniser en partenariat avec des villes voisines. Les objectifs sont divers : développer les modes de circulation douce, développer l’accessibilité, la mobilité et les connexions, enfin réduire les pollutions atmosphériques.
Cette action offre la possibilité aux usagers de se déplacer librement et de façon autonome dans la ville (intra ou extra-muros) dans un total respect de l’environnement.

This experimental system, trialled over a six-month period in the city of Avon, was a great success and will certainly be continued in partnership with neighbouring cities. The objectives are diverse: to develop alternative modes of transport, develop accessibility, mobility and connections, and, finally, reduce atmospheric pollution. This initiative allows users to move freely and autonomously within the city (intra or extramural) with complete respect for the environment. Bicycles are available 24/7 and are 100% accessible via a Smartphone application that users can download free of charge.
This project is one of the nominees for the 28th edition of the Eco Action Trophies, the leading sustainable development competition for local communities, organised by the Les Eco Maires association.

Le Centre Social Municipal de Boulogne-sur-Mer, en partenariat avec de nombreuses associations, a mis en place des ateliers mensuels de cuisine de rue.
Ces ateliers présentent des recettes simples et variées autour de deux axes majeurs : donner aux familles les outils nécessaires pour leur équilibre alimentaire et des astuces pour cuisiner les produits délaissés et ainsi éviter le gaspillage alimentaire. Discussions et accompagnement vers des activités complémentaires comme le sport sont organisées en complément.

The Municipal Social Centre of Boulogne-sur-Mer, in partnership with a number of other associations, has set up monthly street food workshops. These workshops present simple and varied recipes around two major themes: giving families the tools they need to balance their diets and tips about how to cook left-over products and avoid food waste. In addition, discussions and support are arranged to encourage involvement in complementary activities such as sport. Food distribution makes it possible to manage emergencies and satisfy the basic need to feed oneself by giving everyone the right to a quality and balanced diet while avoiding food waste.

Innovative urban services for my citizens - Nantes Dans Ma Poche

Pour répondre à une demande croissante de la part de ses usagers, Nantes Métropole a fait appel à Orange Business Services pour proposer « Nantes Dans Ma Poche » : une solution qui facilite le quotidien des habitants et renforce le dialogue citoyen avec la collectivité. The app was co-designed in a participatory and innovative way: residents and users of the 24 metropolitan municipalities were asked to participate in its creation and to identify a set of twenty services including "Sustainable City" services:

VOIE PUBLIQUE - website for reporting problems to do with waste collection, green spaces and urban cleanliness, for a rapid response from the relevant city services
CART'O - a collaborative event mapping service that allows you to identify and describe the remarkable plants you come across or own
SONANTES - telling you which shops support the use of the local currency.
With Ma Ville Dans Ma Poche, Orange Business Services has democratised access to mobile apps for residents with a solution that combines simplicity, scalability and real-time information management. The Nantes in my pocket solution is based on the Ma Ville Dans Ma Poche service, which presents several service options and, above all, makes it possible to choose and promote local services in an autonomous way that really makes sense in terms of ecological transition.

Le site « Outils de l’aménagement » s’adresse en priorité à des élus locaux, des techniciens de collectivités locales et aux autres acteurs de l’aménagement, auxquels il apporte des informations sur les outils et les méthodes principalement dans les champs du foncier, de l’urbanisme opérationnel et réglementaire, de l’environnement et de l’habitat. Il constitue une base de données techniques de plus de 250 outils accessibles selon 7 thématiques principales et près de 35 problématiques opérationnelles, pour ainsi répondre aux principaux questionnements des acteurs du territoire.

The "Tools for development" website is intended primarily for local elected officials, technicians from local authorities and other stakeholders in development, to whom it provides information on tools and methods mainly in the fields of land, operational and regulatory urban planning, the environment and housing. It constitutes a technical database of more than 250 tools accessible according to seven main themes and nearly 35 operational issues, thus answering the territory's stakeholders' most pressing questions.
