Industrial demonstrators for the sustainable city: Rêve de Scènes Urbaines
Le démonstrateur industriel pour la ville durable Rêve de Scènes urbaines, piloté par VINCI, Véolia et Artelia, propose une démarche originale de coopération entre les acteurs publics et privés de la ville pour expérimenter et produire des solutions urbaines innovantes. Il s’inscrit initialement dans un territoire en constante mutation, Plaine Commune, lui-même situé au cœur du Grand Paris.
 
Pour fonctionner, le démonstrateur s’appuie sur un écosystème ouvert, dont les objectifs sont de mettre en œuvre :
  • une plate-forme partenariale d’innovation urbaine,
  • un Living lab...
The industrial demonstrator for the sustainable city Rêve de Scènes Urbaines (Dream of Urban Scenes), led by VINCI, Véolia and Artelia, offers an original approach with cooperation between public and private stakeholders in the city to experiment and produce innovative urban solutions. It is initially part of a constantly changing region, Plaine Commune, itself located in the heart of Greater Paris.
 
To function, the demonstrator relies on an open ecosystem whose objectives are to implement:
  • a partnership platform for urban innovation,
  • a Living Lab of rebuilding the city on itself,
  • a showcase of the city's French know-how in the Plaine Commune region.
 
Every year, 150 ideas are collected and handed over to Plaine Commune. The region selects ideas that can help implement its strategic development plans.
The ideas and experiments produced as part of Rêve de Scènes Urbaines are intended for dissemination. In France, eight partner regions have joined the approach in order to benefit from ideas and to able to launch local experiments. The dynamics of the Rêve de Scènes Urbaines demonstrator can be increased thanks to the contribution of innovative companies from these regions.
 
Abroad, Rêve de Scènes Urbaines is part of the export efforts of the Strategic Sector Agreement "Industries for Construction", welcoming foreign delegations to France, and feeding local contacts of French companies with the association’s work.
300 participants at the 1st Free Transport City Meetings
Vous n’avez pas pu passer à côté : depuis le 1er septembre 2018, l’agglomération dunkerquoise est devenue la plus grande agglomération française à proposer un réseau de transports en commun entièrement gratuit à ses 200 000 habitants et à tous ses visiteurs. Dans la foulée, Dunkerque accueillait les premières Rencontres des villes du transport gratuit.
 
L’événement, le premier du genre en France, a attiré plus de 300 personnes – élus, techniciens, usagers, militants associatifs – venues des quatre coins du pays, voire de plus loin (Pologne, Allemagne, Estonie, Suisse, Brésil…).

You couldn't miss it: since 1 September 2018, the Dunkirk conurbation has become the largest French city to offer a completely free public transport network to its 200,000 inhabitants and all its visitors. In the process, Dunkirk hosted the first Free Transport City Meetings.
 
The event, the first of its kind in France, attracted more than 300 people - elected officials, experts, users, community activists - from all over the country, and even further afield (Poland, Germany, Estonia, Switzerland, Brazil...).
Invited to discover Dunkirk’s new bus network and the major urban developments carried out throughout the city, participants also attended roundtable discussions and expert presentations. A wonderful moment to reflect, question and exchange views before (perhaps) going free themselves.
The regional food project of Caen Normandy Metropole
Le projet alimentaire territorial de Caen Normandie Métropole a été lancé en octobre 2017 ; pendant une année, une démarche participative impliquant tous les acteurs du territoire a permis d'élaborer des orientations stratégiques qui ont été reconnues par le label du Programme national de l'alimentation (PNA) en février 2019.

Caen Normandy Metropole’s regional food project was launched in October 2017. For one year, a participatory approach involving all the regional players led to the development of strategic guidelines that were recognised by the National Food Programme (NFP) label in February 2019.
 
By organising thematic workshops and field visits locally (urban farm, wholesale market, association providing work in market gardening, farmer allowing individuals to do their own picking, canteens offering vegetarian menus and so on), stakeholders in the Caen region now have a qualitative and quantitative regional food diagnostic and routemaps to promote short food circuits.
 
The challenge now lies in implementing this ambitious 14-action plan, aimed at bringing consumers and food producers closer together in six strategic areas:

I - Implementing metropolitan food governance;
II - Taking food into account in planning and land use;
III - Supporting the local economy (distribution platform, vegetable provision, urban compost etc);
IV - Strengthening collaboration and social bonding (sustainable food house);
V - Promoting local sourcing in communities;
VI - Communicating about local food identity and Normandy gastronomy, raising awareness, educating and training.

The FRUGAL (Urban Forms and Food Governance) action research programme run with the University of Caen between 2016 and 2020 is proving to be a quality methodological support to this innovative community approach to food: researchers present the results of their research to elected officials each year and the participatory methodologies of communities at all levels (city, urban community, metropolitan cluster) allow for new partnerships between researchers and stakeholders.

The rural region of Kolda in southern Senegal is marked by maternal and child mortality rates well above national values due to lack of infrastructure and health personnel.
Moreover, due to their geographical distance and the low level of information available to them on care options, there is a low rate of attendance at health facilities by isolated communities within the region.
 
Cellal e Kisal improves access to quality maternal, neonatal and child health services by developing an integrated device using information and communication technologies (ICT).
It is based on several interconnected technologies that promote the identification, referencing and follow-up of pregnant women from registration through the first 2 years of the child’s life (Track-Check-Retain approach):
- A mobile application that allows community contacts to connect with health facilities and provide close monitoring of women and children,
- A telemedicine toolbox at health centres to carry out comprehensive examinations in remote areas,
and the telemedicine platform which links regional hospitals and specialist care services.

Results:
- Deployment of the telemedicine toolbox: 735 pregnant women consulted, 9,899 pregnancies and 67,662 children under the age of 5 registered and monitored via the digital device in 2018.
- More than 70,000 participants combined for behaviour change activities (lower-risk pregnancy, gender approach, etc) through the action of the 80 community contact points trained by Amref (public health NGO in Africa).
- Institution of a cervical cancer component with the equipment of health facilities in the region in screening and cryotherapy units.
The Hauts de l'Orne: a naturally innovative district
Un cadre de vie privilégié à deux pas de la Vallée de l’Orne et de la voie verte, sur un site riche de 7000 ans d’histoire : le futur ÉcoQuartier de Fleury-sur-Orne est actuellement développé par Caen la mer, la commune de Fleury-sur-Orne et Normandie Aménagement. A special place to live just a stone's throw from the Orne Valley and its green way on a site with 7,000 years of history: the future EcoDistrict de Fleury-sur-Orne is currently being developed by Caen la Mer, the commune of Fleury-sur-Orne and Normandie Aménagement (Normandy Development). The work is scheduled until 2030.

A GREEN NEIGHBOURHOOD
The first certified EcoDistrict (stage 2 since 2018) to be built in Caen la Mer, by 2030, the Hauts de l'Orne will offer its future inhabitants a wide choice of individual, semi-collective and collective housing. It will be located at the heart of 25 hectares of natural landscaped parks, ponds, gentle vegetated paths, and very close to shops, services and innovative sports and recreational facilities. Located a 10-minute drive from the centre of Caen, it will be served by the new rail tram from 2019 and benefit from access to a heat network.

AN IN-SITU NURSERY
To produce trees and plants locally, an innovative initiative, unique in France, was proposed by Normandie Aménagement: to set up a nursery directly in the neighbourhood. Located on the last stage of the EcoDistrict, which will not be completed for 10 years, this nursery has been home to all the plants needed for the future landscaping of the district since 2018. In the long run, more than 40,000 plant species will have been grown directly on the site.

Founded five years ago, Simpa is a start-up that markets solar home systems (individual solar kits) to homes in rural India (so far, in the states of Uttar Pradesh, Bihar and Orissa).
 
These kits include a rooftop solar panel, battery, LED lamps, fan and television.
 
The equipment is sold via a lease-to-own system through a network of sales agents.
 
ENGIE’s acquisition of Simpa is a concrete example of ENGIE's repositioning towards zero-carbon, decentralised energy service solutions.
 
Today, Simpa has 70,000 customers and 750 employees in 3 states (Uttar Pradesh, Bihar and Orissa). Simpa aims to become a key player in decentralised energy in rural and semi-rural India.
 
Lifou Island: roadmap to 100% renewable energy by 2020
L’objectif de ce projet est de réussir à substituer les 2.5 millions de litres de fioul utilisés actuellement pour la production électrique sur l’île de Lifou, en Nouvelle Calédonie par des énergies 100 % renouvelables d’ici à 2020, et faire ainsi de cette île une « vitrine » de la transition énergétique dans le Pacifique.

This project sets out to successfully replace the 2.5 million litres of fuel oil currently used for electricity generation on the island of Lifou, New Caledonia, with 100% renewable energy by 2020, thus making the island a "showcase" for energy transition in the Pacific.
 
In particular, ENGIE has designed an energy master plan for this project to make the most of the island's resources on the one hand, and to organise the sharing of services expected between production (renewable energy, gas etc) and the network manager on the other.
 
A feasibility study and risk calculation were also carried out to ensure a local, sustainable and renewable energy network.
 
To achieve the target set, the island's energy mix will rely on the development of new capacity in solar (up 5.4 MW), wind (up 0.8 MW) and biofuel (up 1.2m litres), coupled with storage (5 MW).
 
The benefits of this project are threefold, allowing to:
 
  •  Strengthen the territory's energy self-sufficiency,
  • Reduce its carbon footprint,
  • Address intermittency and optimise the penetration of renewable energies within the island’s mix.
Madre project "Metropolitan Agriculture for Developing an innovative, sustainable and Responsible Economy"
MADRE est un projet européen de coopération territoriale (Interreg MED), qui vise à changer le modèle d’approvisionnement alimentaire métropolitain en capitalisant sur les bonnes pratiques existantes, en responsabilisant les différents acteurs de l’agriculture métropolitaine et périurbaine, et en initiant une dynamique de coopération transnationale dans le secteur agricole de la région MED.

MADRE is a European territorial cooperation project (Interreg MED), which aims to change the metropolitan food supply model by capitalising on existing good practices, by empowering the different stakeholders in metropolitan and peri-urban agriculture, and by initiating a dynamic of transnational cooperation in the MED region.

Considered as an emerging phenomenon, metropolitan agriculture makes it possible to meet several urban challenges by contributing to food security, job creation, environmental quality or strengthening social ties and territorial solidarity between urban and rural areas. The MADRE project capitalises on a set of knowledge, policies and pilot actions carried out on the topic and activates existing networks to enable effective transnational cooperation in the Mediterranean.
 
The objectives are:
- To improve the innovation capacity of metropolitan agriculture in the Mediterranean territories;
- To identify and evaluate the economic, environmental and social performance factors of metropolitan agriculture;
- To identify and network metropolitan agriculture stakeholders;
- To assess the feasibility, conditions and means of creating a transnational cluster of actors in metropolitan agriculture.

The project was carried out from February 2017 to July 2018, with a total budget of € 1,173,175, co-financed by the Interreg MED programme.
 
The emergence of a transnational cluster is supported by a multidisciplinary partnership from 5 countries. Each partner representing a flagship metropolitan area, AVITEM (Agency for Sustainable Mediterranean Cities and Territories) is representing France.
New free transport network in Dunkirk: summary of key results
Depuis le 1er septembre 2018, la Communauté urbaine de Dunkerque est la plus grande agglomération européenne à offrir la gratuité du transport en commun 7 jours sur 7 pour tous les usagers.   Chacun peut l’utiliser à sa guise pour ses déplacements professionnels, universitaires ou personnels.
La nouvelle réorganisation du réseau DK’BUS Marine et l’ensemble des aménagements réalisés ont conforté le réseau de transport en commun dans sa fiabilité, fluidité et rapidité.

Since 1 September 2018, the Dunkirk Urban Community has been the largest European city to offer free public transport 7 days a week for all users. Everyone can use it as they please for their professional, academic or personal travel.
The new reorganisation of the DK'BUS Marine network and all the improvements carried out have improved the public transport network’s reliability, fluidity and speed.
 
With 5 timed lines (C1 to C5) running every 10 minutes at one stop and 12 other lines, the network also offers bus traffic between 5.30am and 10.30pm (Monday to Saturday). An additional service is provided on Fridays and Saturdays to provide late-night journeys to the outer limits of the region.
 
Buses have also become places of community and entertainment and are equipped with wifi and charging stations for mobile phones.
 
To assess the diversity of the effects of being free to use, the VIGS research association in partnership with the local urban planning agency (AGUR), with funding from the Urban Community, conducted an unprecedented in-depth study, both qualitative and quantitative, on the subject.
