The Ile-de-France region is home to more than 650 third places, with strong growth since 2015. This proliferation is a reflection of the entrepreneurial dynamics within the French territory and the development of teleworking. These are shared workspaces, often protean, creative, innovative, hybrid and multifunctional. They welcome more and more independents, favouring itinerant, remote and collaborative working. In order to illustrate the diversity and richness of these spaces, the Institut Paris Région (Paris Region Institute) travels the regions of Ile-de-France to meet them and give voice to the stakeholders, project leaders, managers, facilitators, users and communities that make up these places.

The Higher Council of French Notariat received a tender from the National Investment Agency of the Government of Mauritius (Economic Development Board/EDB) in 2017.
This call for tenders concerned the development and implementation of a legal and regulatory framework intended to promote the condominium regime to organise within cities the proper management of common areas and collective facilities (legal management of Smart Cities).
This project was part of the strategy of the Mauritian government, whose ambition is to position Mauritius as an innovative and pioneering island, "Smart Mauritius", in new technologies while integrating the sustainable development dimension.
The Consortium, composed in particular of the French notary system, the Order of French Expert Surveyors and Professors, coordinated by the Higher Council of French Notariat, won this tender in mid-February 2018.

Three kits were offered to Mauritian partners:
  • Condominium,
  • Land Association
  • Volume Division.
Each of these kits includes proposals for legislation, through amendments to the Mauritian Civil Code, which have been submitted to Parliament, as well as contract templates.
This work was presented to the Mauritian authorities as well as to various professionals on 4 July 2018 in Port Louis.
The amendments to the Mauritian Civil Code were adopted by the National Assembly on 9 November 2018 and came into force on 1 March 2019.
Condominium kit
En 2050, les trois-quarts de la population mondiale vivront dans les villes. L’expansion urbaine se faisant actuellement horizontalement, il convient de favoriser les constructions collectives verticales, et donc de relever le défi du système de la copropriété dans le monde.
Le Conseil supérieur du notariat, l’Ordre des géomètres-experts et la FNAIM ont réalisé un kit de copropriété.
Cet ouvrage collectif associe de nombreux experts : notaires, juristes, économistes, universitaires, géomètres-experts, spécialistes du foncier et de l’urbanisme.
By 2050, three-quarters of the world's population will live in cities. With urban expansion currently taking place horizontally, vertical collective constructions should be encouraged, and so the challenge of the global condominium system should be met.
The Higher Council of French Notariat, the Order of Expert Surveyors and FNAIM have created a condominium kit.
This collective work brings together many different experts: notaries, lawyers, economists, academics, expert surveyors, and specialists in land and urban planning.
This kit is a practical tool that incorporates a draft Framework Act, a declarative act model of co-ownership of a building by apartments, an example of co-ownership regulations and management rules, including financial ones. The proposed solutions are adaptable to the needs and cultures of different countries.
The condominium kit is intended mainly for states, international organisations (UN-Habitat, World Bank etc) and all global land stakeholders (including notaries, lawyers, surveyors, trustees and property managers, civil servants) facing the issue of vertical urban planning development.
The experts behind this kit can also intervene in the field as advisers.

The “Parc des Hauteurs”

The Paris Region Institute provides technical support to the Eastern Greater Paris Ensemble region to support it in the Parc des Hauteurs project.
The work was organised around three areas over the period 2016-2018:
  1. Deepening the strategic project of the Parc des Hauteurs, especially in its urban, landscape and usage dimensions.
  2. Mobilising a network of stakeholders around the project.
  3. Setting a partnership strategy for implementation.
The term "Parc des Hauteurs" here refers to both the green rights-of-way of the park project, the promenade that could connect them, as well as the potential urban area of influence of the park that roughly corresponds to the Romainville plateau, its cornice and foothills (a radius of 1000 metres around a ribbon that connects the major rights-of-way). There are now 220 hectares of green space and 870 000 inhabitants in this region (a very low ratio of 2.5 m2 of green space per capita), of which 260 000 are in the Eastern Ensemble region.

This practical guide, developed by AFD and Iddri, is intended to support local authorities in meeting the challenge of digital transition with all the city's stakeholders: decision-makers, municipal technical teams, residents and users, operators and urban development project managers.
Its content is based on the realities of cities in Africa, the Arab world, Asia and Latin America, but the methodological aid is universal in scope.
How can one or more local authority action areas become gradually digitised? How can innovation be stimulated and facilitated in the local area? How can we act with pragmatism in iterative "test-and-learn" mode? How can frameworks be set and data access and openness regulated in a public interest approach? How can we build urban knowledge through digital technology to better define municipal action? How can we launch a digital transformation process internally? How can we strengthen our municipal digital capabilities?
These are the questions this guide sets out to answer.
BE CIRCLE: supporting regions towards a more circular model
BE CIRCLE est une plateforme web avec géodonnées, conçue pour repenser et réorganiser les territoires afin de boucler les cycles de ressources (eau, énergie, matières) à l’échelle locale.
L’objectif est de développer la compétitivité et d’améliorer la performance environnementale des zones d’activités et des villes.
Cette plateforme de modélisation territoriale a été déployée sur plus de 8 territoires en Europe depuis fin 2018, et a permis de mettre en place des modèles circulaires vertueux de gestion des ressources.
BE CIRCLE is a web platform with geodata, designed to rethink and reorganise the regions to loop resource cycles (water, energy, materials) at the local level.
The aim is to develop competitiveness and improve the environmental performance of business areas and cities.
This regional modelling platform has been deployed in more than 8 regions of Europe since the end of 2018, and has enabled the implementation of virtuous circular models of resource management.
Sustainable Building MOOC: a digital training offer dedicated to sustainable construction
En 2016, le Plan Bâtiment Durable et l’ADEME, en collaboration avec de nombreuses organisations et l’appui de France Université Numérique, ont lancé la plateforme MOOC Bâtiment Durable.
La Plateforme MOOC Bâtiment Durable poursuit deux grands objectifs :
- Permettre la montée en compétence des professionnels de la filière bâtiment et immobilier sur les thématiques de la transition énergétique et du bâtiment durable en général (construction et rénovation),
- Diffuser, auprès du grand public, une expertise des enjeux liés au bâtiment durable, en particulier la rénovation énergétique...
In 2016, the Sustainable Building Plan and ADEME, in collaboration with numerous organisations and the support of France Digital University, launched the Sustainable Building MOOC platform.
The Sustainable Building MOOC Platform has two main objectives:
  •  To enable the improvement of professionals ’skills in the construction and real estate sector on the themes of energy transition and sustainable building in general (construction and renovation),
  • To disseminate, to the general public, an expertise on issues related to sustainable construction, in particular the energy renovation of housing.
Proposed in collaboration with numerous partners, the training consists of video-type teaching resources (but not just that) and offers individual or collaborative activities to assess the knowledge of learners.
The ambition of ADEME and the Sustainable Building Plan is to provide access to the best online training MOOC in the field of sustainable construction, regardless of the geographical location of the different learners.
It is possible for all stakeholders in the sector to propose an idea for a MOOC or online training. All registration dates and terms are available on the Sustainable Building MOOC platform.
