Emergence and growth of an adapted and resilient housing market Burkina Faso

The Northern Region remains one of the poorest regions in Burkina Faso: in 2009, 64.6% of the regional population was living below the poverty line.
 
In 2014, the situation deteriorated dramatically, forcing many people to migrate, mainly to Mali or the Ivory Coast, and within Burkina itself on a seasonal basis. In response to this challenge and the difficulties faced by the youth of Burkina Faso (unemployment, lack of training etc), AVN - a long-time partner of the AKGNS organisation (Union Naam of Gomponsom, province of Yako) - which federates the peasant youth, has initiated a collective dynamic aimed at deploying its methodology to Naam Unions, to stimulate the adapted and resilient habitat market in the Sahel.
 
In all, 15 municipalities in the North Burkina region benefited from this initiative, 12 Naam Unions having joined AVN and AKGNS in 2017, followed by the National Federation of Naam Associations and two other unions in 2018.
 
Since then, a programme of deployment on the Northern Region of Burkina Faso is in the process of being set up, through several initiatives and thanks to various financial backers.
The FNGN has also set up an Adapted Support / Housing / Renewable Energies Unit (UA-HA-ER) in charge of supporting the deployment of the Nubian vault market (VN) in the Unions territories.
 
Each of the 15 mobilised Unions, for their part, created an Adapted Housing Commission and appointed a focal point and substitute to take charge of these commissions.
In addition to the FNGN and the 15 affiliated Naam Unions, other partners have joined the project: UBETEC (FNGN Microfinance Institute) and Viim Baoré (FNGN Agricultural Cooperative).
The FNGN and AVN's stated intention is to allow, as time goes on, a maximum number of Naam Unions to join this collaborative dynamic.
Urbayiti: urban governance and resilient towns in Haiti
Le projet Urbayiti – “Gouvernance urbaine et villes résilientes“ vise à promouvoir le développement économique et social d’Haïti et à favoriser la résilience des populations, à travers l'amélioration de la qualité de vie des villes.
 
Urbayiti contribue ainsi à la consolidation du cadre institutionnel pour renforcer la gouvernance du secteur et améliorer la gestion et la planification des villes. Il informe et sensibilise la population sur les enjeux de développement urbain et souligne l’ambition du gouvernement haïtien de mener une démarche urbaine intégrée.

The Urbayiti project "Urban Governance and Resilient Towns" aims to promote Haiti's economic and social development and foster people's resilience by improving the quality of urban life.
 
Urbayiti is thus helping consolidate the institutional framework to strengthen governance in the sector and improve the management and planning of towns. It informs and raises people’s awareness of urban development issues and underlines the Haitian government's ambition to pursue an integrated urban approach.
 
The project operates on three levels:
 
- National for strategic, institutional and normative actions;
- Departmental (South and Grand Anse) and metropolitan (Port-au-Prince Metropolitan Area) for strategic actions, training and studies;
- Local (Port-au-Prince, Jérémie and Les Cayes) for infrastructure and services and capacity building, job creation and social engineering.
The actions carried out focus on three areas:
- strengthening urban governance;
- developing urban plans;
- carrying out urban planning operations.
An integrated, multi-criteria approach to decision-support tools: contextual elements for regional data management
La compréhension et le traitement des enjeux environnementaux, sociaux et économiques à l’échelle territoriale nécessitent des approches transversales, et pour cela des outils d’aide à la décision et à l’action publique, en faveur de politiques publiques plus intégrées, notamment pour la planification territoriale et urbaine. En parallèle, on assiste à un élargissement exponentiel des possibilités offertes par le numérique ainsi qu’à de nouvelles opportunités en matière de données mobilisables et de moyens de les traiter et de les valoriser via des outils pour la création de connaissance dans une logique d’aide à la décision.

Understanding and addressing environmental, social and economic issues at the regional level requires transverse approaches, and for this, tools to assist in decision-making and public action, in favour of more integrated public policies including regional and urban planning.
At the same time, we are witnessing an exponential expansion of the possibilities offered by digital technology as well as new opportunities in terms of mobilisable data and ways to process and realise their full value through tools for creating knowledge within a decision-support logic.
The study is based on in-depth analysis of observational and regional modelling tools, as well as an analysis of the life cycle of the data and its technical, legal and economic environment, to offer a grid and success factors for tool design, and opportunities for thinking about the management and exploitation of regional data.
