En matière d’urbanisme réglementaire, l’agence a élaboré dans un premier temps en 2014 un guide « PLU et santé environnementale », qui permet d’identifier à travers 12 déterminants de santé les leviers réglementaires pour intégrer au mieux ces enjeux lors de l’élaboration du document d’urbanisme.
 
Les 12 déterminants de santé retenus sont les suivants :
 
  • Alimentation en eau potable et protection de la ressource
  • Assainissement des eaux usées et gestion des eaux pluviales
  • Eaux de baignade
  • Installations classées pour la protection...
In terms of regulatory urban planning, the agency first developed in 2014 a guide called "PLU and environmental health", which helps identify through 12 health determinants the regulatory levers to best integrate these issues into the drafting of the planning document.
 
The 12 health determinants selected are:
 
  • Drinking water supply and resource protection
  • Wastewater remediation and stormwater management
  • Bathing water
  • Facilities classified for environmental protection, including livestock buildings
  • Polluted sites and soils
  • Noise
  • Air quality
  • Urban heat islands
  • Power lines
  • Food and local agriculture
  • Physical activity and access to the city for all
  • Degraded habitat
A "vade-mecum" was then carried out in 2019 for the attention of communities in the Nouvelle Aquitaine region, for better consideration of health-environmental issues when developing a Local Intercommunal Urban Planning Plan.
 
This work is part of the implementation of the RHEP (Regional Health-Environment Plan) in Nouvelle Aquitaine. It summarises the approach by health determinants, and complements it by taking into account a number of regional specificities: population profiles, economic activities, exposure levels and pathologies with suspected or proven links with environmental factors.
 
In addition, in collaboration with the EHESP (Ecole des Hautes Etudes en Santé Publique de Rennes/School of Higher Studies in Public Health in Rennes), a-urba has also developed a guide for integrating health into development projects (ISadOrA project).
 
Some 15 "operational keys" have been identified to help developers implement all health issues within the timeline of a development operation.
 
The results of this study were shared in a working group of 35 stakeholders from both the world of urban planning and health at the national level.
 
Passages, transitional spaces for the city of the 21st century

Les passages, petits espaces de transition, sont des maillons essentiels d’une mobilité durable, indispensables à la qualité de nos déplacements quotidiens et dans la conception d'un système de mobilité intégré. Tunnels, passerelles, escalators, téléphériques urbains,...
At a time when mobility is at the heart of urban issues, each of us is expected to have a heightened knowledge of connected travellers, moving from one mode of transport to another, travelling various daily distances, in metropolitan areas fragmented by networks, rapid infrastructure and specialised areas.
 
These passages, small transitional spaces, are essential links in sustainable mobility, essential to the quality of our daily journeys and in the design of an integrated mobility system. Tunnels, footbridges, escalators, urban cable cars, paths that facilitate the transition between modes, between urban environments...
 
The history and observation of uses show us that they are potential carriers of singular urbanities, atmospheres, activities, qualities.
 
However, these accessibility spaces are often mainly forgotten by the builders of our cities even though they do not require a lot of investment, they should systematically support major development operations - especially the new transport projects - and they offer restorative virtues to the fractures caused by the rapid transport infrastructure and zoning of 20th-century urbanisation.
 
Designing and creating passages means being able to act immediately, locally, and lay the foundations for a larger-scale transformation: "the small scale that changes everything (well, almost)".
 
An international research-action programme (2014-2018) developed in several cities around the world (Tours/Saint Pierre-des-Corps, Shanghai, Toronto, Barcelona, Sao Paulo, Valparaiso, Buenos Aires, Montevideo, Santiago de Chile, Bogota, Nantes, Volos, San José, Granada, Algiers, Cotonou, Maputo, Tunis) aimed at putting on the agenda the concrete issue of passages within the regions:
 
  • Professional architectural and urban planning competitions for developing passage projects in 11 cities (Tours/Saint-Pierre-des-Corps, Shanghai, 6 municipalities of the Metropolitan Area of Barcelona, Sant Adria del Besos, Toronto, Sao Paulo) which mobilised 270 multidisciplinary professional teams, or about 1000 professionals of forty nationalities,
  • Student workshops with partner universities, and on-site workshops with teams selected during Phase 2 of the competitions,
  • The Passage Manifesto, a call for innovation and guide to promote the design of the mobility spaces of tomorrow, co-produced by the scientific committee, project partners and visitors to the international exhibition.
Planning with nature in the city
Cet ouvrage apporte un éclairage particulier sur la nature en ville, il est centré sur ses effets. A travers un regard pluridisciplinaire, il donne des éléments de compréhension documentés et étayés de chiffres clés sur les effets de la nature en ville, les concurrences et synergies entre phénomènes et les ordres de grandeur des impacts. Les thèmes traités sont en lien avec les leviers de l'aménagement pour des villes et territoires durables.

This work sheds particular light on nature in the city, focusing on its effects. Through a multidisciplinary lens, it provides documented, supported elements of understanding of key figures on the effects of nature in the city, competition and synergies between phenomena and orders of magnitude of impacts. The themes covered are related to the levers of development for sustainable cities and regions.
 
The book is divided into fourteen chapters, each based on a preconceived idea that brings elements of understanding, phenomena at stake and the effects (environmental, health and/or economic) of nature in the city.
Preconceived ideas focus on the effects of nature in the city on biodiversity, air quality, soil quality, sound environment, water management, thermal comfort, greenhouse gas concentration, food, the attractiveness of urbanised spaces and the economic approach. Aimed in particular at the technical services of communities and complementary to the guidelines also proposed for nature-friendly development in the city, it gives the ADEME view of the impact of nature in the city for various issues related to urban planning.
Cooling our cities: what knowledge do we need?

Overheating of our cities impacts the comfort of city dwellers, and during heat waves poses a health issue for sensitive populations. This is why ADEME supports the development of city cooling solutions that improve thermal comfort in summer while adopting an environmental approach to urban planning.
 
In 2017, ADEME wanted to initiate scientific and technical reflection, in partnership with external stakeholders, to formalise the key results of the finished research, but above all to have a critical reading of it in order to energise and more deeply research these topics. Following a report on research in the field of urban cooling carried out by the City's Institute for Research in Science and Technology, a science and technology day was organised in Lyon on 27 June 2017. The day brought together more than 50 practitioners and researchers who exchanged views on urban cooling practices and knowledge.
 
The proceedings of this science and technology day combine a presentation on the state of the art on current knowledge and blind spots in research, the round table interventions that helped highlight operational issues and the work of participants who were invited to explore together, as part of a World Café, the barriers and research avenues that could contribute to ADEME's strategic research operations in this subject.
Unveiling the potential of middle-sized conurbations
Les agglomérations moyennes sont au cœur de l’attention des pouvoirs publics depuis l’été 2017, avec la préparation d’un futur plan national villes moyennes. Avant même cette annonce, les élus du bureau de la FNAU avaient souhaité travailler sur ces agglomérations qui maillent le territoire français  mais qui ont aujourd’hui besoin de révéler leur potentiel, et, pour certaines d’entre elles, de rebondir. Middle-sized conurbations were the main focus of public authorities during the 2017 summer, while the future “middle-sized cities national plan” was under preparation. Even before this announcement, the elected representatives of the FNAU Board had chosen to work on these conurbations, which spread over the French territory, but yet currently need to unveil their potential, and for some of them, to bounce back.
To design this publication and the proposals that are included in it, 5 thematic groups were organized in order to rally the testimony of urban planning agencies, local governments, State representatives, national stakeholders and experts.
The FNAU Thematic Study 42 “unveiling the potential of middle-sized conurbations” therefore focuses on the variety of challenges and levers for middle-sized conurbations, as well as the engineering tools that can be mobilized to support them. This publication presents concrete proposals of levers that can be resorted to recapturing city centres, including through actions on housing and public spaces, working on central functions (particularly trade and higher education), on economic changes and innovation, mobility or culture and quality of life.

Ce cahier méthodologique de l’ADEME présente l’Approche Environnementale de l’Urbanisme 2 (AEU2), un outil qui a vocation à aider les acteurs de l’urbanisme, notamment les collectivités territoriales à répondre aux questions qu’ils se posent pour intégrer le développement durable dans les projets d’urbanisme.

The methodological handbook issued by ADEME presents the Environmental Approach for Urban Planning (AEU2), a tool designed to help urban planning stakeholders, including local governments, to address the questions they have, in order to integrate sustainable development into urban planning projects.

Garantir l’égalité dans les logements – Méthode et outils

Cet outil a été commandé par la ville de Villiers- le-Bel à la plateforme d’innovation urbaine « Genre et Ville » afin de penser des politiques de logement qui luttent contre la reproduction des structures sociales.

L’étude a ainsi bénéficié du soutien de l’ANRU dans le cadre de l’axe 1 « ville durable et solidaire » du Programme d’Investissement d’avenir. Son objectif est d’accompagner les porteurs de projet dans la prise en compte de l’égalité, et plus spécifiquement l’égalité femme-hommes dans la maîtrise d’ouvrage, ainsi que de valoriser les bonnes pratiques françaises et internationales en la matière.

This tool was commissioned by the City of Villiers-le-Bel from the urban innovation hub “Genre et Ville” (“Gender and City”) in order to design housing policies that fight against the reproduction of social structures. The study thus benefited from the support of the ANRU within the framework of the first axis of the Investment for the Future program: “sustainable and supportive city”. It aims to support project leaders in taking equality into account, and more specifically, gender equality in project management, as well as to promote French and international best practices in this field.

Relogement – Insertion – Gestion urbaine de proximité – les chiffres du 31 décembre 2016

Chaque année, l’Agence Nationale de Rénovation Urbaine (ANRU) réalise un bilan national sur les enjeux clés de l’impact social des projets de rénovation urbaine dans le cadre du Programme National pour la Rénovation Urbaine (PNRU). L’enquête 2016 évalue ainsi l’impact social du PNRU à travers les politiques de relogement, les dispositifs d’insertion et la gestion urbaine de proximité, mis en œuvre en parallèle des projets de rénovation urbaine.

Each year, the National Urban Renewal Agency releases a national assessment on the key challenges of the social impact of urban renewal projects, within the framework of the National Urban Renewal Program (PNRU). The 2016 survey thereby assesses the PNRU’s social impact through rehousing policies, integration schemes and local urban management, implemented in parallel with urban renewal projects.

Faire la ville dense, durable et désirable

Ce guide de l’ADEME reprend pour partie les résultats de l’étude Densités et Formes urbaines, réalisée en 2016 par Franck Boutté Consultants et Futuribles pour l’Agence. Il propose des éléments d’analyse et des leviers pour lier densité et forme urbaine face aux enjeux posés par la transition écologique et énergétique. Il s’adresse à l’ensemble des acteurs de l’urbanisme ainsi qu’aux élus des collectivités territoriales, pour montrer les dynamiques à l’œuvre et proposer des pistes pour poursuivre la transition des territoires vers un modèle de développement soutenable et désirable.

This l’ADEME guide is partly based on the results of the “Densities and Urban Forms” study carried out in 2016 by Franck Boutté Consultants and Futuribles for the Agency. It proposes elements of analysis and levers to link density and urban form in the face of challenges posed by the ecological and energy transition. It is intended for all urban planning stakeholders as well as local government elected officials, in order to expose the dynamics at work and propose ways to continue the transition of territories towards a more sustainable and desirable development model.


Enjeux : quelles villes pour demain ? Maîtriser l’étalement urbain et repenser la ville

Le guide pratique de l’ADEME « Enjeux : quelles villes pour demain ? Maîtriser l’étalement urbain et repenser la ville » analyse les répercussions de l’étalement urbain sur les conditions de vie et l’environnement ; et répertorie des exemples de solutions urbaines innovantes pour rendre les villes plus accessibles et durables tout en freinant leur étalement. 10 exemples d’aménagements urbains durables illustrent ce guide, pour une gestion économe de l’espace.

ADEME’s practical handbook « Challenges: the cities of tomorrow? Containing urban sprawl and rethinking the city” analyses the impact of urban sprawl on living conditions and the environment. It also identifies examples of innovative urban solutions to make cities more accessible and sustainable while curbing their sprawl. For an ecological management of space, 10 examples of sustainable urban development are illustrated in this guide.
