Support to intercommunal governance in Maevatanana (AGIM, Madagascar)

Le projet AGIM, porté par l’ l’Organisme public de coopération intercommunale de Volamena (OPCI) (Madagascar) en coopération avec le Syndicat intercommunal d’alimentation en eau potable d’Ensisheim-Bollwiller, et la ville de Marckolsheim(France) a pour objectif de professionnaliser et autonomiser l’OPCI afin de l’aider à assurer seul son fonctionnement et son équilibre financier, notamment via :
- l’amélioration de ses capacités institutionnelles, techniques et de gouvernance locale,
- le développement local participatif,
- l’optimisation de la gestion de la gare routière.

The AGIM project, supported by the Volamena Public Cooperation Organisation (OPCI) (Madagascar) in collaboration with the Ensisheim-Bollwiller Intermunicipality Water Supply Syndicate and the city of Marckolsheim (France), aims at professionalising and empowering the OPCI, to help it ensure its independent functioning and financial balance, in particular through:
 
- improving its institutional, technical and local governance capacities;
- participatory local development;
- optimising management of the bus station.
 
 
Administratively, the OPCI has simplified the system of tax collection by setting up a tax database and tax notification system. A reform and decentralisation of land services have also been implemented at the inter-municipal level: land registration via the PLOF (local land-use plan), increased municipal revenues through the creation of land counters and collection of rights.
 
The OPCI's technical department has also worked on the training of elected officials and technical staff, thus strengthening the governance models of the inter-municipality.
Thanks to a high level of traffic, the fees of the inter-municipal bus station pay more than half the costs of the STI (intercommunal technical service) and thus allow the OPCI to go even further in financial autonomy.
The bus station also improves accessibility of the crossroads city of Maevatanana, helping unclog the city’s roads.

The Post 2020 Biodiversity Framework – EU support project implemented by Expertise France and funded by the European Union, ICLEI network’s Cities Biodiversity Center developed CitiesWithNature the voluntary commitments submission platform of local and subnational actors for biodiversity.
 
This later gathers local policy actions taken so far by 160 local and subnational actors from 55 countries worldwide, in all their variety (districts, boroughs, cities, inter-communalities, metropolitan areas, regions, federated states, etc.).
 
This initiative forms part of the broader local and subnational actors mobilization towards the 15th Conference of Parties (CoP15) to the Unites Nations Convention on Biological Diversity (CBD), across which will be adopted the next global biodiversity framework.

It’s within this context that Bouygues Construction has conducted open and collaborative reflection on the mobility of goods and people by projecting our uses and practices to 2030.
 
Mobility operators, local authorities, institutions, companies, start-ups, sociologists, real estate players etc contributed to this discussion by sharing their visions and comparing their ideas through a sociological approach combining expert presentations and prospective workshops.
 
Coming from diverse backgrounds, participants all put practices and uses at the heart of the debate to imagine desirable futures of plural mobility in order to meet societal expectations as well as environmental and economic issues.

To date, 1077 French communes are equipped with PanneauPocket. The municipal team in charge of communication connects to the panneaupocket.com platform to write information and alert messages. A notification is sent immediately to the smartphones of inhabitants of the municipality who have downloaded the free app.
 
In many rural areas, villages are spread over a large geographical area, sometimes without a real town centre. Often, there are no more places to live that create a link and the Town Hall has to display its information in multiple places. With the support of the Ministry of Europe and Foreign Affairs, France Urbaine, in partnership with RESOLIS, decided to carry out a study entitled "Cities facing the challenges of food insecurity". This document gathers 21 contributions from metropolises, large cities and agglomerations, which make it possible to identify, through concrete initiatives, how they act against food insecurity.
 
The factsheet “The promotion of short agricultural supply chains for better food solidarity” presents the food strategy of Saint-Etienne Metropolis.
 
Agriculture is an important feature of the Saint-Etienne Metropolis, occupying 38% of the territory’s area (75% including forest) and providing a living for more than 1,000 farms, of which 600 are larger than 10 hectares. 38% of farms in the Metropolis sell their produce in short supply chains (19% within the Loire département). This agricultural production offers a wide range of local farm produce. Processing of farm products is relatively substantial and varied (cheese, yogurt, meat, charcuterie (cooked pork products), fruit, vegetables, honey, etc.); dairy processing is the most widespread.
 
The Saint-Etienne Metropolis conducts an agricultural policy characterized by the development of local supply chains and environmentally friendly farming, and the preservation of agricultural land. It has implemented several food solidarity initiatives, including:
 
•    ensuring that farmers in the territory are able to earn a fair income
•    promoting healthy, sustainable eating habits by raising children's awareness and using good quality local products in the preparation of school meals.
 
This work is supplemented by the approach proposed in the PEEDD (plan d’éducation à l’écocitoyenneté et au développement durable, or the Eco-citizen and Sustainable Development Educational Plan) which aims to raise children’s awareness of these two cross-cutting themes. In this framework, intervention modules are offered to primary schools on the subjects of "Eat Locally!" and the fight against food waste.

The factsheet “The fight against food insecurity is an objective shared between the public and private sectors ” presents the social policy linked to the food strategy of the Nice Côte d´Azur Metropolis.
 
Social policy in the municipal region is implemented in particular through the Direction Générale Adjointe des Solidarités (“Deputy General Directorate for Solidarity"), which brings together the Nice Centre Communal d’Action Sociale (Municipal Social Action Centre) and other missions that provide services for the most vulnerable, and also mobilises other departments through transversal actions. The Municipal Social Action Centre (CCAS), the spearhead for this policy, has close links with the field and is in constant contact with community associations in order to undertake appropriate concrete responses to the needs of the fight against various forms of exclusion.
 
In Nice, the distribution of meals to vulnerable persons is carried out by 14 aid and relief associations, organized in a network (Inter Secours Nice Alimentation) and in association with the Alpes-Maritimes Food Bank. At the beginning of 2019, actions were revised with improvements and better support. Moreover, a food distribution charter including the City of Nice, the Municipal Social Action Centre and the associations involved in the Inter Secours Nice network was signed.
