The STEP Club (synergies for energy transition through planning) has been working on the issue of territorial energy databases since 2016. This paper provides the opportunity to extend the analysis around identifying potentials in order to help territories construct their energy policies and strategies, and is intended for local authorities.

The "Tools for development" website is intended primarily for local elected officials, technicians from local authorities and other stakeholders in development, to whom it provides information on tools and methods mainly in the fields of land, operational and regulatory urban planning, the environment and housing. It constitutes a technical database of more than 250 tools accessible according to seven main themes and nearly 35 operational issues, thus answering the territory's stakeholders' most pressing questions.

The Objectif'Climat Trajectories Module offers a methodological pathway to help:

- Incorporate flexibility in the long-term planning of adaptation actions, particularly in light of the changing climate context;

- Identify actions to be implemented now, ensuring that they do not jeopardise the future;

- Maintain room for manoeuvre to adjust the strategy and adopt an agile approach to climate change and its impacts.

The module consists of a methodological guide, a spreadsheet (Excel or LibreOffice) and instructions for use.
